ANCHORAGE, Alaska -- In the Arctic village of Ambler, residents are paying 7.25 a gallon for home heating oil as the days darken and the chill of winter seeps into the dozens of homes, most poorly insulated, along the Kobuk River.
Dewaine Snider walks stiffly, and when he tires, his words begin to slur slightly. His right arm is rigid, and during conversation he apologizes when struggling to remember a date.
This week two new outpatient centers were approved by the state. This is a first for Fairbanks and something that F.M.H. and Banner Health isn't too happy about.

Construction crews are putting the final touches on the new hospital on Fort Wainwright, a $215 million facility that will offer Interior-based soldiers, their families and retired military state-of-the-art health care.
