Officials say flooding brought on by heavy rain closed highways leading out of Valdez and Seward. The Richardson Highway was closed Monday night between miles 13 and 79. The road connects Valdez to the rest of the state.
Alaska State Troopers say a 41-year-old Willow man died Monday when his road roller tipped on a soft shoulder and pinned him. Donald T. Peterson was pronounced dead at the scene of the heavy equipment accident.
Flood waters have subsided enough to allow the Alaska Department of Transportation and Public Facilities to reopen the Seward Highway between Mile 12 and Mile 4. The department will continue to use pilot cars to guide motorists through the section of road.
The Alaska Department of Fish and Game is warning dipnetters who fished on the Copper River at Chitina (CHIT'-nah) to turn in their dipnetting permits. They're due Sunday whether dipnetters caught fish or not. The return of permits is a requirement, not a request.
Health officials say Alaska women have a higher rate of breast cancer than the national average. An average of 141 out of every 100,000 Alaska women will be diagnosed with breast cancer annually. Officials say the national average is 129 women out of every 100,000.

The Alaska Tsunami Education Program will use a federal grant to help educate children about tsunami safety. The project is being developed by staff at the Geophysical Institute. The program recently received nearly two million dollars from the federal Department of Education.
